ObjectiveTo comprehensively evaluate the maternal and child health care service quality in Qinzhou of Guangxi from 2008 to 2017 using TOPSIS method and rank sum ratio methods, to analyze and compare the development and variation tendency of maternal and child health care service in Qinzhou over the last decade. MethodsTwelve indexes, including incidence rate of birth defects, the infant mortality rate, and incidence rate of low birth weight et al, were selected to comprehensively analyze and evaluate maternal and child health care service quality in Qinzhou from 2008 to 2017 using TOPSIS method and rank sum ratio methods. ResultsThe analytical results of TOPSIS method revealed that the average value of Ci was 0.425. The Ci values of maternal and child health care service quality in Qinzhou from 2008 to 2013 did not reach the average level, whereas the Ci values from 2014 to 2017 were superior to the average level, with the worst year in 2008 and the best year in 2017 among them. The service quality of maternal and child health care quality in Qinzhou improved gradually from 2008 to 2017. The results of rank sum ratio method showed that the service quality of maternal and child health care in Qinzhou was at poor levels in 2008 and 2009, whereas at medium levels from 2010 to 2014, then at the optimal levels from 2015 to 2017. ConclusionDue to the high attention attached to maternal and child health care service by the Qinzhou government and relevant medical institutions, effective measures have been taken, and a series of women health actions and maternal and child health projects have been actively implemented; through strengthening maternal and child health care service, some certain achievements have been made in improving the quality and level of comprehensive maternal and child health care service.
